Understanding the Driver Candidate Concept in Turkey

In Turkey, the term sürücü adayı (driver candidate) serves a dual purpose. Historically, it refers to any student registered at a certified Motor Vehicle Driving School (Motorlu Taşıt Sürücü Kursu or MTSK) who is training to obtain a license. However, since major legislative updates in 2016, the concept also extends into a highly regulated two-year novice driver phase once the candidate successfully passes their exams.

During the active training phase, candidates are not legally permitted to drive on public roads unless they are inside an official, marked driving school vehicle equipped with dual control pedals and accompanied by a certified driving instructor. Practicing in a private family vehicle on public roads before obtaining a license is strictly illegal and carries heavy administrative fines for both the candidate and the vehicle owner.

The Two-Year Novice Driver Period (Aday Sürücülük)

Introduced on January 1, 2016, the Aday Sürücülük (probationary/novice driving) system is a critical topic in the Turkish driving theory exam. Any individual who obtains a driver's license for the first time, or anyone reclaiming a license after a previous cancellation, is legally designated as a probationary driver for exactly two years.

While your physical license card looks identical to a standard license and does not feature a special watermark, your novice status is logged digitally within the General Directorate of Security (Emniyet Genel Müdürlüğü) systems. Traffic enforcement officers can instantly identify your candidate status during routine checks.

Critical Violations and License Cancellation Thresholds

To promote road safety and encourage defensive driving habits among new drivers, Turkey enforces zero-tolerance thresholds for probationary license holders. If an candidate driver commits any of the following infractions within their two-year trial period, their license is permanently cancelled:

• Accumulating 75 Penalty Points: While standard drivers have a recurring annual limit, novice drivers must not accumulate 75 or more penalty points in total over the entire two-year period.
• Red Light Violations: Running a red light three separate times will result in immediate cancellation.
• Alcohol and Substance Violations: Getting caught driving with any blood alcohol level above 0.20 promil (for private vehicles) three times, or driving under the influence of drugs, triggers automatic cancellation.
• Speeding Infractions: Being fined for exceeding speed limits three separate times within the probationary period.
• Right of Way Violations: Violating pedestrian right-of-way rules or crossing-guard instructions three times.

Re-Licensing After Probationary Cancellation

If your candidate license is cancelled due to point accumulation or serious violations, you cannot simply pay a fine or wait out a suspension period. Under Turkish traffic regulations, you must start the entire licensing process from scratch.

To get back on the road, you are legally required to undergo a professional psycho-technical assessment to evaluate your psychological fitness for driving. Once cleared, you must re-enroll in a certified driving school, attend all theoretical and practical driving classes, and successfully pass both the MTSK e-sınav (theory test) and the practical driving test again.
